Hinata Miyazawa sealed the victory in the 81st minute with his fifth goal of the tournament.
Risa Shimizu's 50th-minute goal helped Japan immensely to secure their fourth consecutive win in the tournament.
Japan on Saturday changed their regular blue uniforms to pastel colours, pink and purple.
After the win, Japan coach Futoshi Ikeda said, "We knew Norway would play to their strengths but all our players worked really hard."
Shimizu's winning goal came in the 50th minute as Japan took the lead again at the halfway mark.
Japan will next face the winner of Sweden and the United States.
